Film and Audiovisuals management at the Ministry

The Film and Audio-visual Arts Institute (ICAA) is an autonomous body overseen by the Ministry of Culture, which plans support policies for the film industry and audio-visual production.


  • To support, promote and plan Spanish film and audio-visual activities in the areas of production, distribution and screening.
  • To recover, restore, preserve, research and disseminate film heritage.
  • To contribute to the training of professionals in the different film disciplines.
  • To maintain relations with international and foreign bodies and institutions with similar purposes.
  • To co-operate with the Autonomous Communities in the area of film and audio-visual arts.


  • To develop creation, increase production and favour the distribution of Spanish productions.
  • To reach an acceptable share of the domestic market in order to maintain the whole of the Spanish film industry.
  • To improve skill levels in companies and encourage the use of new technologies.
  • To strengthen the standing of Spanish film and audio-visual arts outside of Spain.
  • To safeguard and promote Spanish film heritage.
  • To encourage cultural communication among the Autonomous Communities in the area of film and audio-visual arts.


The ICAA is chaired by the Minister of Education, Culture and Sport. There are four Offices that come under the General Department:

  • General Secretariat.
  • Office of Support to the Film and Audio-visual Industry.
  • Office of International Promotion and Relations.
  • Spanish Film Library.
